Judge Franklin S. Billings Jr., longtime member of the Woodstock community, died this weekend.

He was 91.

Billings, whose great uncle was Frederick H. Billings, practiced law in Woodstock for 18 years before becoming a superior court judge. In 1975 he was appointed to the Vermont Supreme Court.

In 1984, Billings was nominated by President Ronald Reagan for the U.S. District Court for the District of Vermont.
